Common causes
- Broadcast burst exceeded the messaging tier’s per-second allowance.
- Unbounded retry loop after a transient failure.
- Multiple workers sending to the same phone number ID concurrently.
What to do
The send queue applies a token bucket; no manual action needed unless the rate persists. If the error keeps surfacing, request a higher messaging tier from Meta.
